Efficient Energy Compliance (EEC) is a full-service energy consulting firm that provides energy management and construction services associated with Local Law 97 of 2019 - Climate Mobilization Act compliance. Local Law 97 is the most ambitious climate legislation for buildings enacted by any city in the world. The overall goal of this act is to reduce greenhouse gas emissions 40% by 2030 and 80% by 2050. The signature components of the act are the greenhouse gas emission limits and mandatory energy conservation measure requirements.

The Climate Mobilization Act will impact both the new construction and existing building sectors alike. All New York City buildings greater than 25,000 must comply beginning January 1st, 2024. EEC is proud to offer the following services to comply:

Failure to comply with this law comes with harsh financial penalties. This law authorizes annual fines of $268 per ton when a building exceeds its emissions limit. For example, a 250,000 SF commercial office building will have a proposed limit of 2,115 tons beginning 2024. If this building were to achieve only half of the 40% savings goal and exceed the limit by 20% then the projected fine would be $113,364 a year. Additionally, failure to file the mandated compliance reports will come with penalties of $0.50/SF per month.

Efficient Energy Compliance recommends an immediate revised life cycle cost analysis for all new construction and development projects as well as an ASHRAE Level III Investment Grade Audit of all existing buildings to assist owners and managers in evaluating their options for building upgrades and retrofits.
